MEMBERS of the civil service were yesterday reminded to be progressive in fulfilling the expectations of their customers, be always sensitive and ready to manage situations with proper planning and effective implementation.
His Royal Highness Prince Hj Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, spoke to thousands attending the 15th Civil Service Day celebrations held at the Plenary Hall of the International Convention Centre (ICC) yesterday, calling on them to carry out their tasks with the utmost integrity, discipline and honesty.
He added that they should also be unsullied, where the observance of honourable values is considered the most crucial fundamental for achieving success in the agenda of a nation that adheres to principles of transparency and accountability.
Representing the government of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, the civil service plays an important role in the development and progress of the people and the country.
His Royal Highness added that the government has provided a significant amount of expenditure in order to continue enhancing the quality of the civil service by developing various forms of infrastructure and facilities.
Such efforts will continue to strengthen the capability of the entire civil service in order to provide effective and caring services.
With the aim of securing the future, His Royal Highness said, the government will not cease in formulating and revising the country's socio-economic policy as a basis for the nation's development agenda.
Plans have already begun for the long-term development of the nation through the National Vision 2035. His Royal Highness pointed out that the vision emphasises three main objectives: to improve the quality of life of the citizens and residents, to maximise the use of resources in developing the country's economy, and to develop non-oil and gas industries.
Ideas in formulating clearly defined policies enabling the civil service to function rapidly and progressively are present but His Royal Highness pointed out that a dedicated and efficient civil service community is necessary to realise those policies.
Otherwise, policies would simply remain as policies.
In overcoming challenges, His Royal Highness said, -the transparency and efficiency in processing applications to start a business- could be a starting point. Cooperation between relevant ministries and departments is important to better facilitate the process, which includes the establishment of an online business license system.
The achievement of the initiative would then help to raise the country's status to a higher level in terms of "ease of doing business" and enhance the confidence of investors to invest in Brunei Darussalam.
His Royal Highness reminded that with plans, members of the civil service must also be prepared to answer to various challenges that will always stand in the way and test their capabilities such as this year's global financial crisis, natural disasters, infectious diseases and global food shortage crisis.
His Royal Highness advised that everybody needs to be ready to reevaluate the steps taken to bring about change and improvement, especially members of the civil service who must be dynamic and much more forward looking, able to face challenges that occur unexpectedly and stretching their abilities in handling them.
Examples of the most basic but vital services provided by the government for the well-being of the people were the supply of clean water and electricity, His Royal Highness noted.
Among the challenges that affect the service and supply were weather conditions that can cause continuous rains, floodings and soil erosion, and increased demand during peak periods that can lead to a disruption in the supply. Disruptions not only causes inconveniences but may also cause losses to business operators.
Preparations, according to His Royal Highness, must be comprehensive and able to anticipate all possible scenarios instead of acted upon after the disclosure of information by certain entities.
